Student goals and objectives should be classroom-focused. This increases the opportunity for school staff to collaborate in goal setting and instruction. The design of the reauthorized IDEA helps eliminate the barriers that may have prevented innovative teaching strategies at the school site level in the past. From the Idea Survival Guide.
